Blaenau Gwent & Caerphilly Youth Justice Service’s voluntary intervention programme for the resolution of unpaid fixed penalty notices
Summary:
Blaenau Gwent & Caerphilly Youth Justice Service has shared its voluntary intervention programme which works with children who have engaged in anti-social behaviour and failed to respond to a fixed penalty notice. The programme provides a restorative approach to guide children and their families towards positive outcomes.
Description:
The voluntary intervention programme focuses on understanding and addressing the needs of the child and their family. Through a series of home visits, the service meets with the child and their parents or carers to discuss the options available for dealing with an unpaid fixed penalty notice.
These options are:
- Pay the fine in full: The service provides information on how to pay the fine, including the possibility of setting up weekly payments.
- Go to court to contest the fine and offence: If the family chooses to contest the fine, the service explains the potential impacts on the child’s future, such as having a criminal record (DBS) if found guilty and any sanctions the court might impose.
- Work with YJS to offset the fine: The child participates in the intervention programme, where they “pay” for their fine through constructive use of their free time.
The intervention programme is always consent based and collaborative. It provides clear, helpful information and support through education and restorative justice approaches. By focusing on positive engagement and learning, the programme helps children understand the consequences of their actions and encourages them to move forward in a positive direction.
