Aim:

  • To develop positive links between the secure estate, youth offending teams (YOTs) and local authorities in order to improve resettlement outcomes for young people released from custody.
  • To reduce re-offending by children and young people

 

Description:
In 2009, the YJB commenced working with stakeholders to develop three regionally led consortia pilots: one in the North West of England, one in the South West of England and one in Wessex.


Children’s services and housing were identified as key local authority departments to engage with, and improving the provision of and access to both mainstream and specialist services was a primary aim.

In October 2012, following the two year pilot, final evaluation reports were completed for all three consortia areas by the University of Salford and the University of Portsmouth. In summary, the critical success factors from the evaluations include:

  • a strong strategic ownership and leadership at Local Authority Chief Executive level
  • the engagement of non-statutory services including the voluntary and community and commercial sectors
  • a shared ownership across all member agencies
  • a discrete consortium coordinators role to broker commitment from partner agencies and coordinate strategic and operational efforts
  • a regular operational group forum for practitioners and first line managers
  • a strategic steering group to govern and guide delivery

In 2015 a further pilot took place in 4 regions –East Midlands (only up to Year 2), South and West Yorkshire, North East London, and South London. The aim of the resettlement consortia was to pilot an enhanced service to children and young people leaving custody, and in doing so to improve their life chances and reduce reoffending. A process evaluation (which explores the implementation of the pilots) has now been published: Youth Justice Resettlement Consortia: A Process evaluation.

 

Please note that the 2009-2012 and 2015-2017 pilots are not a continuation, but are independent of each other.
