The Youth Justice Board for England and Wales, Probation Service, and HM Prison and Probation Service have published the joint national protocol for transitions in England guidance (updated July 2021) and youth to adult transition principles and guidance for Wales (updated in November 2020).

The protocol aims to support the planned and safe movement of young people from youth justice services to the Probation Service when they turn 18. The protocol identifies the responsibilities of each organisation to work together to ensure the transition process is carried out as smoothly as possible and should be read in conjunction with the case management guidance.
