Multi-Agency Child Criminal Exploitation Team Approach in Norwich: A Review – County Lines Pathfinder (August 2021)

Description
The Child Criminal Exploitation team pilot, which ran from August 2018 to September 2020, was a multi-agency pilot based in the Norwich area of Norfolk. The team was established in response to a growing number of children being identified as criminally exploited through the county lines business model, and the recognition of a need to employ contextual safeguarding and provide more robust multiagency support for exploited children.
The co-located team comprised staff from the Norfolk Youth Offending Team, Children- Services and Norfolk Constabulary. Their remit included both the delivery of direct case work, and the development and delivery of multi-agency CCE training across the county, which was informed by practice experience.
Following the closing of the pilot, the team have completed a lessons learned from co-located multiagency CCE Team in Norwich, Lesson learn presentation and further recommendations which looks at some key points to consider when implementing such a team.
