Kent’s Early Help and Prevention Service are working with a young person aged 17 on a two year Detention and Training Order who through Release on temporary license (ROTL) was able to attend a ten week Motocross programme, which also provided him with a qualification.

The young person has now completed the programme and is due to continue engaging in further educational opportunities through ROTL for the remainder of his time within the establishment and will then be able to continue to attend/complete the further training and apprenticeship.

The young person was also supported to attend a day at a local youth centre where he spoke to two young people known to the YOT on Referral Orders about the realities of prison life.

In order to support the young person, Kent Education and Young People’s Service worked closely with the ROTL Officer in the secure establishment to agree and support the young person to attend; through completing of appropriate risk assessments and documents (which have to be completed by the ROTL Officer within the secure establishment), organising travel warrants and the Kent Resettlement officer supporting the young person to attend by picking him up and staying with him on a number of occasions.

Making it work:

  • Strong partnership working between the Service and the secure establishment
  • Kent have supported young people by picking them up at the establishment’s gate and taking them to the college/training/opportunity the first and second time, to support engagement
  • Travel warrants can be organised through the establishment, for the reminder of the opportunity
  • ROTL Officers within the establishment are generally open to sharing ideas and opportunities that may be available and suitable for individual young people
  • Where appropriate, young people on ROTL have also had the opportunity to run short sessions with other young people to discuss the impact of custody
