Aims:

  • To give a more restorative and targeted approach to working with those young people who are on a Youth Conditional Caution (YCC) to reduce the risk of them reoffending.
  • To utilise Referral Order (RO) panel members in a more diverse way, given the reduction in RO numbers over recent years.

Description:

At Sutton YOT we manage YCC’s as mini RO’s. The Assetplus assessment is undertaken by the Prevention Worker with the same timescales as an RO and an Initial Panel is held before the intervention commences. Young people in receipt of YCC’s receive three months of intervention and at the end of this period the panel will reconvene to look at the progress made and discuss any further support on a voluntary basis if required. Young people typically engage in weekly one-to-one intervention sessions throughout the three months. We made the decision to allow YCC’s to be more restorative and use the RO process to allow the young person to take responsibility and have input into their support needs going forward. Young people on YCC’s do not undertake reparation but may engage in a restorative process, such as completing an apology letter. By not completing reparation, this differentiates the intervention young people in receipt of YCC’s receive, compared to those young people on ROs. It also allows the focus of the YCC contract to be on addressing the assessed risk and support factors.

Implementing the practice:

  • A YCC panel compromises of a Restorative Justice Coordinator, two RO Panel Members and the young person plus their parent or carers. Victims are welcome to attend where appropriate. The Police Officer will also be in attendance so they can issue the youth conditional caution.
  • Panel members are trained to manage a YCC Initial panel meeting in the same way as an RO Initial Panel meeting, so the same restorative questions are asked of the young person.
  • The panel process concludes with the young person agreeing a contract of intervention, which is then recorded on an Action Plan and the official Police caution paperwork.
  • Panel Members receive ongoing training/support via their quarterly meetings, and they bring question prompt cards with them to ensure all restorative questions are covered.
