The Court and Divert Team (Youth Justice Liaison and Diversion Scheme)

  • To divert children and young people away from the Criminal Justice System, by providing support at the earliest possible opportunity.




Cheshire Youth Justice Service (incorporating Cheshire East, Cheshire West, Halton and Warrington) Early Help provision is currently managed within the Court and Divert Team, which operates across the Cheshire West and Chester, Halton and Warrington areas.

In April 2017, as part of a service re-structure the Court and Divert Team will expand further to take over responsibility for the delivery of Out Of Court Disposals provision across the whole Cheshire footprint.  

Divert referrals can be received in two ways, either directly from the Police or from the Court where young person has appeared but may have not been considered for an Out of Court Disposal and bypassed the diversion route.  



Implementing the practice:

  • The Youth Justice Service - Court and Divert Team, work closely with the Police to ensure that all appropriate referrals are received
  • Following receipt of a referral, all young people are allocated a case manager who then complete an assessment using the Asset Plus framework
  • The agreed pathway is that the case manager has fifteen working days to complete the assessment, and make a recommendation to the Officer in Charge with regards to a suitable Out of Court Disposal outcome           
  • Once this outcome is agreed, the intervention that has been identified will commence
  • The intervention with young people and their families will normally last no longer than three months
