The National Association for Youth Justice, published the ‘transformation’ of youth custody: a discussion paper in 2017.  The discussion paper offers an analysis of the proposals to reform custodial provision for children under 18 in England and Wales.

It is intended to inform and stimulate debate, it draws on lessons learned from visits to Spain, Finland and the USA, undertaken in order to understand their approaches to removing children from home following offending behaviour.
