Homelessness Reduction Act 2017

The Homelessness Reduction Act 2017, puts a duty on organisations (including youth offending teams (YOTs) and the youth custodial estate) to refer children they consider may be homeless or threatened with becoming homeless.



The Ministry of Housing, Communities & Local Government has created these factsheets to support practitioners.  Shelter has created a short policy briefing for professionals which may also be of interest.

Below is attached an example of guidance that has been created by Birmingham local housing authority to support YOTs work their way around the legislation. It has also created a number of short briefing sessions that include:

  • understanding the requirements of the duty
  • how to identify and deal with clients triggering the duty
  •  how to make these referrals where required - which have been delivered to Birmingham City Council staff.
