Sutton youth justice service have shared the methodology they employ for managing youth conditional cautions as mini Referral Order-.
The Assetplus assessment is undertaken by the prevention worker, using the same timescales as a referral order. An initial panel is held before the intervention commences and at the end of the three month period of the youth conistional causion, the panel reconvene to look at the progress made and discuss any further support on a voluntary basis if required.
Children typically engage in weekly one-to-one intervention sessions throughout the three months. Children on a youth conditional caution do not undertake reparation but may engage in a restorative process, such as completing an apology letter.
A youth conditional caution panel compromises of a Restorative Justice Coordinator, two referral order panel members, the child and their parent or carers. Victims are welcome to attend where appropriate. The Police Officer are also in attendance so they can issue the youth conditional caution.
Panel members are trained to manage a youth conditional caution initial panel meeting in the same way as an referral order initial panel meeting, so the same restorative questions are asked. The panel members receive ongoing training/support via their quarterly meetings, and they bring question prompt cards with them to ensure all restorative questions are covered.
The panel process concludes with the child agreeing a contract of intervention, which is then recorded on an action plan and the official Police caution paperwork.
